Do I Need Scaffolding for My Project?
Practical guidance on when scaffold access is required and when a ladder may be sufficient.
Read Guide →What HSE guidance says about edge protection, fragile roofs and ladders, and what it means when you are having a roof replaced or solar panels installed.
For a re-roof or a solar install on a pitched roof, yes, you should expect scaffolding. HSE guidance is that sloping roofs require scaffolding to prevent people or materials falling from the edge, with edge protection at the eaves. Secured ladders and roof ladders are only for tasks that last minutes, and a roof replacement or solar install takes days.
Sloping roofs require scaffolding to prevent falls from the edge. Edge protection is needed at the eaves, and on terraced properties at both the front and the rear.
For brief tasks lasting only minutes, properly secured ladders and roof ladders may be used. Anything longer needs a proper platform.
HSE says all roofs should be treated as fragile until a competent person has confirmed they are not. Nobody should assume a sheeted roof, ridge or purlin will take their weight.
Under the Work at Height Regulations 2005, employers and those in control must make sure work at height is properly planned, supervised and carried out by competent people, after assessing the risks.
Your roofer or solar installer plans and carries out the roof work; the scaffold is the access they work from. Ask your contractor how they are meeting these requirements, who is arranging the scaffold, and what dates they need it for. Axis Scaffolding works with homeowners and contractors, and will tell you what the job needs when we assess it.
Typical figures, not guarantees: a standard domestic re-roof takes two to five working days on site with the scaffold up for two to four weeks, and a home solar install typically takes one to three days with the scaffold up for days rather than weeks. If the scaffold goes over a pavement, allow for the licence timescale: Essex Highways states 15 working days and Southend-on-Sea City Council asks for at least 28 days' notice. See our licence guide.

Typically two to four weeks for a standard domestic re-roof and days rather than weeks for a solar install, depending on the job. Tell us your contractor's dates and we will plan around them.
